Naval Air Systems Command, V-22 Joint Program Office, PMA-275 issued a Firm Fixed Price Delivery Order modification N0001924F5556-P00004 under Basic Ordering Agreement N0001921G0020 to Honeywell International, Inc. for Traffic Collision Avoidance System (TCAS) processor upgrades, specifically part number 940-0431-001. This action was awarded on a sole-source basis under the statutory authority of Title 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1, as Honeywell is the sole designer, developer, and producer of the processor and possesses the exclusive technical data and engineering expertise required for the upgrade. Performance is conducted at Honeywell's facility in Kansas, with the broader Basic Ordering Agreement authorizing various V-22 component supports and procurements through May 31, 2027. The overall scope of the associated Basic Ordering Agreement includes non-recurring engineering, obsolescence management, repair, modification, and logistics for a wide array of V-22 components, including infrared suppressors, generators, and cockpit displays. The estimated total value for orders under this agreement from FY23 to FY27 is 45.2 million dollars. Because Honeywell is the only responsible source capable of satisfying the agency's requirements without causing unnecessary duplication of cost and delay, no competitive evaluation factors were used for this award. The government remains the responsible party for inspection and acceptance of the delivered upgrades.
