MV Breaker Annual Service

The U.S. Embassy London is soliciting bids for an annual preventive maintenance service contract for ten Eaton MV-VCP-W medium-voltage circuit breakers located at the chancery building on Nine Elms Lane in London. The contractor must provide all labor, tools, equipment, parts, supplies, and qualified personnel—including Senior Authorized Persons—to perform comprehensive inspection, adjustment, safety testing, cleaning, lubrication, and verification of all mechanical and electrical components in strict compliance with Eaton’s O&M manuals and UK health and safety regulations. The service is to be conducted annually during standard business hours, Monday through Friday, 7:00 AM to 6:00 PM, excluding U.S. and U.K. holidays, with 24/7 emergency availability requiring four-hour response time for critical failures. All work must be performed on-site under the supervision of a designated contractor representative and with full compliance to Embassy access protocols, including mandatory government escorting, no unescorted access, and prior vetting and clearance for all personnel. The contractor is prohibited from performing hardware repairs or replacements unless due to negligence, and must use only Government-furnished spare parts when available. This is a firm fixed price contract with a base year and four one-year option periods, potentially extending performance up to five years, subject to funding and government discretion. Payments are made by electronic funds transfer after full service completion, following submission of a signed maintenance checklist and a detailed English report documenting system condition, test results, recommendations, proof of hazardous waste disposal, and inventory of used parts. Invoices must be sent to londonfmcinvoices@state.gov, must be in the currency of the contractor’s bank account (GBP or USD), and require no use of WAWF or IPP systems. All personnel must undergo embassy vetting, obtain issued ID cards, and submit valid insurance, licenses, permits, and technician qualifications within 30 days of award. The contractor must also comply with stringent cybersecurity requirements including delivering a Software Bill of Materials upon request, reporting vulnerabilities within 12 hours, providing a VEX report within three days, and ensuring no subcontracting without proof of a three-year established relationship. The contract includes numerous FAR clauses covering equal opportunity, labor standards, trafficking in persons, privacy, payments, and security, and explicitly prohibits subcontracting unless exceptional criteria are met.
