MX-20 Electo Optical Infared System

The Naval Air Warfare Center Aircraft Division Lakehurst requires MX-20 Electro Optical Infared Systems, (Digital Master Control Unit and Turret) in support of the P-8A production line. The Government intends to issue a contract on a sole source basis for the required equipment to the Canadian Commercial Corporation who will subcontract 100% of the effort to L-3 Communications-Wescam (CAGE 3AC24) of Ontario Canada. L-3 Communications-Wescam is considered the only responsible source capable of providing the required equipment because they own all the proprietary data and drawings. Therefore, L-3 Communications-Wescam is the only vendor capable of producing the equipment to meet the Government requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
