Mystic & Noank Library Park Project

The Mystic and Noank Library Landscape Master Plan Phase 1 project involves comprehensive site and landscape improvements at 40 Library Street in Mystic, Connecticut. The scope of work includes site preparation through clearing, grubbing, and selective demolition, as well as the installation of erosion and sediment controls. Infrastructure developments consist of site lighting, underground conduits, stormwater piping, asphalt paving, precast concrete curbing, and various concrete and stone stairs and walls. The project also requires the planting of native trees, shrubs, and perennials. All construction must adhere to ADA standards and be completed by October 2, 2027. This single-prime contract is governed by AIA Documents A701 and A201 and requires compliance with Connecticut prevailing wage rates and state ethics laws. Bidders must provide performance and labor and material payment bonds from a surety with an A.M. Best rating of A-VII or better. A significant socioeconomic requirement is the set-aside of 25 percent of state-funded portions for DAS-certified subcontractors, with 6.25 percent specifically for minority, women, and disabled-owned businesses. Award decisions are based on the bidder's qualifications, past performance, and procedural compliance. Bids are due by October 2, 2026, and must be submitted in a sealed envelope containing one original, one copy, and a PDF on a USB drive.
