The Missile Defense Agency's Infrastructure and Environment Directorate plans to award a sole source task order contract to Heery International, Inc. for Facilities Relocation and Configuration Services. This contract, anticipated to begin around February 1, 2008, will be awarded using the General Services Administration Federal Supply Schedule and is expected to last twelve months with an additional six-month option. The contract aligns with NAICS code 541330. The sole source approach is due to ongoing internal reorganization efforts related to the Base Realignment and Closure Commission (BRAC), which necessitate an interim "bridge" contract to maintain continuity of services until a broader competitive procurement under the Missile Defense Agency Engineering and Support Services (MiDAESS) program is implemented. This procurement is intended to address immediate needs resulting from personnel relocations and internal re-engineering, ensuring uninterrupted support for the DOI Infrastructure and Environment Directorate. Although this notice is not a solicitation for competitive proposals, responses submitted by December 18, 2007, will be reviewed for planning purposes. Formal solicitation packages are not available, and the government reserves the right to proceed without competition. Interested parties are encouraged to monitor future announcements for competitive opportunities related to this work. Contracting personnel for this effort include Contract Specialist Maureen Hickey and Contracting Officer Penelope B. Russell, who are available for inquiries regarding this task order.

Heery International - Notice of Intent to Sole Source The Missile Defense Agency (MDA), Infrastructure and Environment Directorate, intends to issue a twelve-month, with a six month option, sole source, task order contract for Facilities Relocation and Configuration Services to Heery International, Inc. 999 Peachtree Street, NE Atlanta, GA 30309-3915 using the General Services Administration (GSA) Federal Supply Schedule (FSS). Contract award is expected on or about 1 February 2008. The anticipated NAICS code is 541330. Due to the Base Realignment and Closure Commission (BRAC) and MDA internal re-engineering efforts to re-locate personnel that will affect the DOI Infrastructure and Environment Directorate requirement, the Contracting Officer has determined that an interim sole source ?bridge? contract is in the best interest of the Government. At present time, it is contemplated that the support services for DOI Infrastructure and Environment Directorate will be incorporated into the Agency?s proposed Missile Defense Agency Engineering and Support Services (MiDAESS) procurement. The described procurement will ensure continuity of services until such time that these services can be procured competitively under the Missile Defense Agency Engineering and Support Services (MiDAESS) program. Companies are encouraged to monitor FedBizOpps announcements for any related future requirements. This notice of intent is not a request for competitive proposals; however, responses received by 9: 00 am eastern time, 18 December 2007 will be reviewed. No formal solicitation package is available. A determination by the government not to compete this proposed contract action is solely within the discretion of the government. Information received will be considered solely for planning purposes for a future competitive procurement. The government will not be responsible for any costs incurred in responding to this notice. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
