The Durham VA Medical Center in Durham, North Carolina, plans to negotiate and award a sole source construction contract to Barrier Free Lifts, Inc. for the installation of C2+2 patient lifts and room modifications. This award is being conducted under the authority allowing sole source contracts to Service Disabled Veteran Owned Small Business (SDVOSB) concerns, specifically following the guidelines of 41 USC 3304(a)(5) and 38 USC 8127(b). The contract is limited to an anticipated award price not exceeding $5 million and meets all regulatory requirements including verification of Barrier Free Lifts, Inc. as a responsible contractor capable of delivering fair and reasonable pricing. The award process is pursuant to VAAR 819.7007, which governs sole source awards to SDVOSBs, emphasizing that the contracting officer retains discretion over the choice to make a sole source award without requiring a formal determination that only one qualified SDVOSB exists. This notice serves to inform potential vendors that no solicitation or request for competitive quotes is currently available, nor will telephone inquiries be accepted. However, vendors who believe they can meet the contract requirements may submit a written notification, along with supporting evidence of capability, by January 20, 2017, to the contracting officer via email for consideration. Although responses will be evaluated, the Government reserves the right to proceed solely with Barrier Free Lifts, Inc. if no viable alternative SDVOSB submissions are received. Vendors are responsible for all costs related to preparing and submitting their responses, and these costs will not be reimbursed by the Government.
