It is the intent of this agency to award a sole source contract under statutory authority of the test program for commercial items Section 4202 of the Clinger-Cohen Act of 1996, set forth in Federal Acquisition Regulation 13.501(a)1(ii), only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Winfield Locks, Inc. 1721 Whittier Ave., Costa Mesa, CA 48083-2205. 1. The 6th Services Squadron requires installation of new Saflok 6000 system software and (187) Saflok door locks as well as a system interface add-on package for multiple key encoders for MacDill AFB lodging. Once completely installed, The 6th Services Squadron also requires applicable staff training on the Saflok system. 2. The award of a contract for Saflok 6000 system software and door lock installation and the system interface add-on package must be awarded to Winfield Locks, Inc. because they are the only company trained to work with the Saflok equipment and software. Due to proprietary rights and configuration knowledge it would prevent other companies from installing the equipment and performing system upgrades unless system replacement takes place. Current replacement of the system is not cost effective for the government. Additionally, Winfield Locks, Inc. would be the most qualified company to provide training on the system. 3. Market research was conducted for Saflok 6000 system software and door lock installation and Winfield Locks, Inc. is the only contractor found able to perform this service as we require. If no response to this notice is received by 3:00pm EST on Friday, February 27, 2008, the award for Saflok System 6000 and door lock installation will be made to Winfield Locks, Inc.
