The Nashville District U.S. Army Corps of Engineers intends to award a sole source contract to Canary Systems, Inc. for the installation of new long-term instrumentation at Chickamauga Lock. The scope of work includes providing all necessary materials, labor, and supervision to install equipment and manage data integration into the existing Chickamauga Lock Multilogger database. Specific technical requirements involve updating navigation views, adding new Insite views, creating charts and reports, and revising the Record Lock Events instruction file to capture specific daily gate and chamber events. This procurement is being pursued as a sole source action under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because Canary Systems, Inc. owns and manages the database into which the new instrumentation must be integrated. While this is not a formal request for proposals, the government will consider capability statements from other responsible sources submitted by August 3, 2015. The Contracting Officer will use any submitted information to determine if the sole source justification remains valid or if a competitive solicitation is required.

This is a notice of intent to award a sole source contract to Canary Systems, Inc. (Canary) for the installation of new long-term instrumentation at Chickamauga Lock (CHI). The contractor shall provide all materials, labor, supervision, and quality control necessary to provide all instruments and equipment, installation support, and data management work. The contractor shall also integrate the data from the new instrumentation into the Chickamauga Lock Multilogger database and reside in the existing subgroup Anchorage (BLK 22 & 37). Two new Insite views shall be added to the database, and the existing navigation views updated. Charts and reports shall also be added to the database for all new instruments. The existing Record Lock Events instruction file, da_lockevents.cr1, shall be revised to capture the three different events every day, i.e. 1). Gates closed, chamber full; 2). Gates open, chamber full; and 3). Gates closed, chamber empty. It is in the best interest of the Government this instrumentation and installation support be provided by Canary because the instrumentation being procured must also be integrated into the CHI Multilogger database, which is owned and managed by Canary. This procurement has been approved for other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
