The Naval Information Warfare Systems Command (NAVWAR), supporting the Program Executive Officer for Command, Control, Communications, Computers, and Intelligence (PEO C4I) and the GPS Navigation Program Office, plans to issue a modification to increase the ceiling of the current sole source IDIQ contract awarded to Vertex Modernization and Sustainment (V2X) for the Environmental Satellite Receiver Processor (ESRP). The ESRP program utilizes battle-management weather systems AN/FMQ-17 and AN/SMQ-11 to provide real-time environmental data to Meteorology and Oceanography personnel, aiding mission planning and execution across all warfare areas. V2X, the original equipment manufacturer, is responsible for specialized technical expertise, engineering services, hardware supply, and the modernization efforts of the AN/SMQ-11 variant, including the procurement of up to five Engineering Development Models and production assets. The proposed contract modification encompasses the continued procurement of these engineering, sustainment, and hardware services, emphasizing the need for vendors with subject matter expertise and the capability to produce and sustain both shipboard and shore systems. The sole source award authority is under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as V2X remains the only source capable of meeting requirements without unacceptable delays. While this notice is not a solicitation for proposals, companies confident in their ability to compete must provide statements of capability within 15 days. Questions and responses are to be submitted in writing to designated NAVWAR contacts, with the notice and further information available on the NAVWAR E-commerce portal.
