N0016423SNB36 - N0016418DJM05/N0016418DJM29 - SOLE SOURCE - SOURCES SOUGHT ANNOUNCMENT - SUBMARINE VALVE REGULATED LEAD ACID (SVRLA) BATTERIES - FSC 6140 - NAICS 335911 Anticipated Solicitation Issue Date: 20 February 2023 - Anticipated Solicitation Closing Date: 24 February 2023 - 2:00 PM Time Eastern The Government is issuing this Sources Sought announcement as part of market research for procurement of Submarine Valve Regulated Lead Acid (SVRLA) battery B-cells & C-cells, packaging, monthly storage, boosting, shipping & installation trays, tray covers, reusable shipping containers, maintenance, and data as required in support of PMS 392. Naval Surface Warfare Center, Crane Division located at Naval support Activity, Crane, IN intends to award a modification to increase the current contractual ceilings with EnerSys Energy Products, Inc. (N0016418DJM05) and Stryten Energy, LLC (N0016418DJM29) on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(l) as implemented by FAR 6.302- 1(a)(2)(iii). The basis for restricting competition is the substantial duplication of cost not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements associated with the strenuous qualification testing an SVRLA battery produced by a source other than EnerSys Energy Products, Inc. or Stryten Energy, LLC would have to undergo. The Government is seeking information from companies that can mitigate the sole source basis listed above. All responsible sources shall provide company and product literature, a white paper no longer than (5) pages, and other pertinent information to support which shall be considered by the agency. All responses shall include specific information about how the proposed battery will not have to undergo the required qualification testing and other Government contracts with similar efforts for the Government's consideration. While all responses will be reviewed, a determination by the Government not to compete this proposed contract based upon responses to this request is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. Responses to the Market Survey shall include the following: Submitter's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N0016423SNB36 - N0016418DJM05/N0016418DJM29 This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1- +1 (555) 000-0000 or via the internet at https://www.sam.gov. Questions or inquiries should be directed to Lindsey Sparks, Code 0233, NSWC Crane 300 Hwy 361 Bldg. 121 Crane, IN 47522-5001, telephone +1 (555) 000-0000, e-mail contact@example.gov. ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
