TIMED FIRING DEVICE (TFD)

The Naval Surface Warfare Center, Crane Division is soliciting proposals for a firm-fixed-price, five-year Indefinite-Delivery Indefinite-Quantity contract valued at approximately $31 million for the production, acceptance, and delivery of the Timed Firing Device (TFD) system. This system comprises the TFD kit, a blasting demo accessory kit, and a plastic encapsulated detonator or Low Energy Exploding Foil Initiator. The TFD is a compact, precision electronic device designed to initiate a wide range of explosives, featuring selectable pre-set delays and programmable custom delays up to 24 hours through a PC or mobile application. It supports both single-use and reusable initiators and includes a training mode with audio-visual feedback. The device is rugged and waterproof, capable of underwater operation, and adaptable to various demolition configurations. The contract emphasizes strict compliance with draft specifications such as the Statement of Work, Performance Specification, and other governing documents. Key milestones include a Production Readiness Review within 135 days of award, first article delivery within six months, and production delivery within 180 days after successful testing. Both Factory and Lot Acceptance Testing are mandatory, with specific quantities required for first article testing. This procurement is a total small business set-aside, requiring firms to be properly registered in SAM and JCP and compliant with at least CMMC Level 2 for cybersecurity.
