Insensitive Munition Explosive - 104 (IMX-104) Production Capability

On September 09, 2026, the U.S. Army Portfolio Acquisition Executive Agile Sustainment and Ammunition and the U.S. Army Contracting Command-Rock Island awarded a sole-source undefinitized contract action to Nitradyn, LLC. The contract has a not-to-exceed value of $581,160,062.00 for the design, construction, and commissioning of a Government Owned, Contractor Operated facility in Graham, Kentucky, dedicated to the production of Insensitive Munition Explosive - 104 (IMX-104). The facility is intended to produce between six and eight million pounds of IMX-104 annually to meet military and NATO specifications, with a target operational availability of 85 percent and a projected equipment lifecycle of 20 years. The project is executed under several urgent authorities, including Section 3204(a)(7) of Title 10, U.S.C. and the James M. Inhofe National Defense Authorization Act, to address critical requirements for Ukraine, Taiwan, and Israel. The contract is structured as a Firm Fixed Price agreement with performance-based payments tied to a milestone matrix.
