Full Description

The Fleet Logistics Center Norfolk Contracting Department Philadelphia Intends to issue a modification to contact N0018920C035 to increase the Cost Plus Fixed Fee value for Options I, II, III and IV. A Cost Plus Fixed Fee Contact N0018920C035 was awarded to Battelle Memorial Institute, CAGE 79986, to provide research and development (R and D) services to the Navy Clothing and Textile Research Facility (NCTRF) Natick, MA 01760. The contract is for R and D services to support the NCTRF mission of developing technologies through analysis, acquisition, design, development, testing and fielding of chemical/biological (CB), ballistic, flame resistant, and other protective clothing and equipment to enhance personnel survivability. The period of performance for the planned modification begins 1 November 2021 and ends 20 September 2022 for the option I and extended to 20 September 2025 if all options are exercised. The acquisition is covered under FAR 13.5. The authority for other than full and open competition is FAR 6.302-1 Only one source. The planned execution of this modification is 31 October 2021. This notice is not a request for proposals or quotations. However, any challenges to this sole source must be received in writing and sent to contact@example.gov, Reference: N0018920CZ035 Modification. The Government will give consideration to interested vendors responses for the purpose of determining whether or not to compete this requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent supply/service exists that would meet the Governments needs stated herein. A determination not to compete this procurement based on response to this notice is solely within the discretion of the government.
