Full Description
The Naval Air Warfare Center-Aircraft Division (NAWCAD), at Patuxent River, MD intends on issuing a four-year, 364 day competitive, Firm Fixed Price (FFP), full and open solicitation, for the services necessary to provide Contractor Owned Contractor Operated (COCO) Helicopter services in support of the Pacific Missile Range Facility (PMRF), Kauai, Hawaii (HI) and the Hawaiian Operating Area (OPAREA). Tasking for the Contractor Owned Contractor Operated (COCO) helicopters will include but is not limited to target recovery, visual surveillance, range clearing, transport of military/Government personnel to/from shore facilities, movement of hazardous material (ordinance), and when required, firefighting support. The contractor shall provide flight crews with the requisite skills for the required tasking. The contractor shall operate aircraft from Barking Sands, Kauai, HI.
Based on the results of market research and the sources sought posted on 8 May 2025, this requirement will be competed on a Full and Open, Unrestricted basis.
The Government intends to award a Single-Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract that allows for Firm-Fixed Price orders with some COST CLINs. The anticipated ordering period will be four (4) years and 364 days.
