N042--Generate Lockout Tagout Procedures/Program

This contract amendment pertains to the development and implementation of a comprehensive Lockout/Tagout (LOTO) program for the Veterans Affairs Palo Alto Health Care System, with a focus on ensuring compliance with OSHA 1910.147, VHA Directives, and NFPA codes. The scope requires the contractor to create approximately 900 visual LOTO procedures for equipment including air handling units, boilers, chillers, medical systems, and electrical infrastructure, each procedure to be printed, laminated, and physically installed on the equipment alongside energy source tags. Digital records must be mapped to VA network storage, and a full project desk binder containing equipment lists, lockout device recommendations, and compliance mappings must be delivered. Annual LOTO training for administrators and users is required throughout the contract period, which spans four years from September 1, 2026, through August 31, 2030, structured as a base year with three optional years. The solicitation is a sources sought announcement, but responses must be submitted by June 16, 2026, via email to the Contract Specialist, Wayne Geschwindt, and must include a detailed capabilities statement, past project history, subcontracting plans, and completed price estimates. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and offerors must be verified through the VetCert website at the time of submission. All respondents must maintain an active SAM registration and provide their UEI or DUNS number along with their legal business name.
