The Department of Veterans Affairs, through its Network Contracting Office 6, intends to award a sole source fixed-price purchase order to Johnson Controls Inc. for a server upgrade at the Asheville Veterans Affairs Medical Center. This upgrade involves replacing three of the six existing 2U 8Bay 40TB video recording servers with new units, including updated operating systems and expanded RAID storage to support IP camera integration. Additionally, the contractor will install six 8GB RAM modules for Xeon Scalable processors, set up RAID configuration, and mount a new APC Smart UPS to provide necessary battery backup. The current system was originally installed, maintained, and warrantied by Johnson Controls, making it critical to use the same vendor to avoid voiding warranties and to maintain system compatibility. The acquisition falls under NAICS code 334290 with a small business size standard of 750 employees and is justified as a sole source action under FAR 13.106-1(b) due to unique product and service characteristics that only Johnson Controls can provide. Efforts to conduct market research identified no comparable alternatives that meet requirements without risking warranty or system integrity. While the government is not obligated to proceed with a purchase and will not pay for any submitted information, interested parties were invited to submit capability statements by a specified deadline. The procurement action aims to leverage existing infrastructure and rack space, ensuring a seamless upgrade while maintaining continuity of the Asheville VAMC’s video surveillance system.

Product Service Code: - N065 Installation of Equipment- Medical, Dental, and Veterinary Equipment and Supplies NAICS Code: - 334290 Other Communications Equipment Manufacturing Primary point of contact Jerry L Mann - contact@example.gov Phone Number: +1 (555) 000-0000 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-21-AP-4848 Contracting Activity: Department of Veterans Affairs, NCO 6, VISN 6, Hampton VA Medical Center, PR# 637-21-3-996-0302 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Asheville VAMC is requesting a server upgrade to its existing system/equipment. The upgrade includes replacing three of the six existing recording servers to include updated operating system and expanded RAID storage to allow for IP camera implementation. JCI will also mount a new APC Smart UPS for battery backup as needed. Requirement includes reconfiguring all cameras associated with the three existing servers in OnSSI. Vendor would leverage existing standalone security network and utilize customer provided rack space for the above mentioned recording servers and UPS. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The current system in need of upgrade at the Asheville VAMC was installed, maintained and warrantied by Johnson Controls Inc. Bringing in a different vendor would jeopardize the current configuration in regards to software/equipment, as well as void the current warranty. Description of market research conducted and results or statement why it was not conducted: Due to the sole source nature of this acquisition, market research was conducted by direct communication with the OEM (Johnson Controls Inc.). Communications revealed one SDVOSB (Davko Services) that the OEM provided as a reseller for this requirement. The CO believes that fair and reasonable pricing, based on historical JCI reseller/distributor data along with provided budgetary information for this requirement, would not be attainable. The CO believes that a direct award to the OEM would be in the best interest of the government and provide the best value. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
