NAVFAC Northwest, Waterfront (WF) Multiple Award Construction Contract (MACC)

The Naval Facilities Engineering Systems Command (NAVFAC) Northwest is planning to award a Full and Open competition Multiple Award Construction Contract (MACC) to support various waterfront construction projects across its area of responsibility, which spans Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming, with most work anticipated in Washington State. The contract will be indefinite delivery/indefinite quantity (IDIQ) and will cover firm fixed-price design-build and design-bid-build construction efforts. The total contract value is not to exceed $700 million, with individual task orders ranging from approximately $100,000 to $200 million. The period of performance includes a 24-month base period plus a 36-month option, totaling up to 60 months. This procurement will be conducted in two phases, with proposals initially due around May 2025 and a site visit expected in September 2025, followed by a second phase proposal due in October 2025. A seed project identified in Phase II will form the basis for price competition during evaluation. The projects covered may involve a wide array of waterfront-related construction and maintenance activities such as marine piers, wharves, bulkheads, dredging, utilities, and structural repairs, as well as commercial and institutional buildings including warehouses and special access facilities. The contract supports various NAICS codes related to commercial and heavy civil engineering construction and requires large businesses to subcontract with small businesses. Solicitation documents will be available exclusively through the electronic Procurement Integrated Enterprise Environment (PIEE) with all communications and amendments posted online, emphasizing the importance of vendor registration and monitoring of solicitation updates.
