AI Contract Overview
The Naval Facilities Engineering Systems Command Europe, Africa, Central is conducting market research through a sources sought notice to identify commercially available programmable building controllers capable of full functional interface with the existing Honeywell Enterprise Building Integrator R700.2 software at Naval Support Activity Naples, Italy. The intent is to determine whether non-Honeywell controllers meet performance requirements while maintaining interoperability with the current system, with the overarching objective of sustaining system standardization to enhance cybersecurity posture in alignment with NAVFACINST 11000.2. The notice justifies limiting competition under 10 U.S.C. 3204(a)(1), citing that only controllers with complete integration capability into the Honeywell EBI R700.2 platform will preserve network functionality, prevent operational inefficiencies, reduce labor and lifecycle costs, and ensure compliance with cybersecurity mandates. Responses must be submitted electronically by May 11, 2026, and are restricted to a maximum of five pages combining company information and technical documentation, with a file size limit of 4MB. Vendors are required to provide detailed technical specifications, product data sheets, and proven experience configuring non-Honeywell controllers within Honeywell EBI R700.2 environments, with demonstrated compatibility through BACnet or Modbus TCP/IP protocols. All submissions must include company details such as SAM registration status, CAGE code, UEI, business size, and bonding capacity. No formal contract value, pricing, delivery schedule, inspection protocols, or award evaluation criteria are outlined, as this is purely a market research action to support a potential other-than-full-and-open competition. The place of performance is clearly defined as Naples, Italy, and submissions are to be sent directly to the designated contracting officer via email, with no hardcopy or facsimile acceptance permitted.

Full Description
This is a sources sought notice issued with the intent of determining if there are commercially available programmable controllers capable of full functional interface with the existing Honeywell Enterprise Building Integrator (EBI) R700.2 Government licensed software as detailed in Attachment 2 – Technical Information. The attachment describes the required programmable building controller requirements FRCS for NSA Naples. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. There will not be a specification or drawings made available.
The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy has a requirement for programmable and interoperable FRCS at Naval Support Activity (NSA) Naples, Italy and is considering renewal of a class J&A to permit continued standardization around Honeywell brand equipment and associated software in order to enhance the cybersecurity posture IAW NAVFACINST 11000.2. Based on internal Government research, the following factors were considered as the basis to permit other than full and open competition under the authority of 10, U.S.C. 3204(a)(1), Only One Responsible Source/Limited Number of Sources and No Other Type of Property or Services Will Satisfy the Needs of the Agency: 1. Standardization of FRCS is required per NAVFACINST 11000.2. Controller standardization is required principally to enhance the cybersecurity posture at the Installation. 2. The inclusion of controllers from other manufacturers that do not have full functional interface would degrade the functionality of the BCS network. 3. Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and labor costs.
