NASA’s John F. Kennedy Space Center is preparing to award the NASA Environmental and Medical Contract (NEMCON), a total small business set-aside under NAICS code 541620 with a size standard of $16.5 million, to provide comprehensive environmental, medical, and occupational health services across NASA and the 45th Space Wing. The contract will support environmental compliance at KSC through permit sampling, hazardous waste management, spill response, ecological monitoring, and launch impact assessments, along with industrial hygiene, radiation safety, and public health services utilizing onsite and offsite laboratories. Aerospace medicine support includes evaluating flight vehicle designs for crew safety, developing emergency medical response plans for launch and landing operations, and delivering clinical and wellness services to flight crews and visitors. Occupational health services will include operating onsite clinics, conducting physicals and certifications, providing emergency medical response, managing medical records, and offering rehabilitation and health education. The contract also extends support to the 45th Space Wing at Cape Canaveral Air Force Station and Patrick Air Force Base with environmental and occupational health services, and provides agency-wide sustainability and environmental policy support to NASA Headquarters. Additional services may be requested through separate ordering procedures. The RFP is expected to be released on or about November 25, 2019, and all proposals must be submitted through FBO.gov, where access to export-controlled documentation requires prior certification through the U.S./Canada Joint Certification Office and updated FBO registration. Contractors must ensure SAM and DD2345 addresses are identical, as mismatches will delay certification, which can take weeks and requires original signatures. Interested vendors are encouraged to register on the NEMCON website and monitor FBO.gov for updates.
