MARAD Request for Information on Potential Vessel Leasing
Solicitation # MARADVesselLeaseRFI2026
The Maritime Administration (MARAD), under the Department of Transportation, has issued a Request for Information (RFI) to assess the U.S. maritime industry's technical and financial capability to deliver strategic sealift ships. Specifically, the government is exploring a potential acquisition strategy to lease up to 10 newly constructed, coastwise-endorsed Roll-on/Roll-off (RO/RO) vessels built exclusively in U.S. shipyards. The proposed lease structure is envisioned as a 20-year total period per hull, potentially organized as a five-year firm term with three additional five-year options. This RFI is intended for planning purposes to inform a lease versus buy decision and does not constitute a formal solicitation or a commitment to contract. Interested parties must submit unclassified responses by 5:00 PM PDT on August 31, 2026, to Mark Burns and Frank Wells. Submissions are limited to five pages, excluding title pages and schedules, and must be formatted with 12-point font and one-inch margins. The government is seeking detailed capability statements and feedback on eleven specific areas, including financing, charter structures, residual value, termination liability, federal credit support, and insurance allocation for war and machinery risks during military deployments. Responses should be sent electronically with the subject line Response to RFI – MARAD Roll-on/Roll-off Vessels, and any proprietary information must be clearly marked on each page.

RFI On-Call Leadplane
Solicitation # 140D0427Q0880
The Department of the Interior, through the Ibc Acq Svcs Directorate, has issued a Request for Information under solicitation number 140D0427Q0880 to conduct market research for the USWFS Aerial Supervision Module Program. The objective is to identify vendors capable of providing a contractor-operated and maintained on-call multi-engine turbojet powered aircraft to serve as a Leadplane. These aircraft will support DOI pilots in aerial supervision of wildland fire incidents, including the coordination of air tankers and the transport of personnel or cargo. Operations are expected to take place across the contiguous United States and Alaska, with occasional requirements in Canada and Mexico. Under the contemplated arrangement, the contractor is responsible for providing the aircraft, an instructor pilot, insurance, and all scheduled and unscheduled maintenance to ensure airworthiness according to FAA regulations and DOI policy. The government will provide the leadplane qualified pilot and fuel. This effort is currently in the planning phase; no funds have been authorized or appropriated, and this RFI does not constitute a formal solicitation or a promise to issue a Request for Proposal. Interested small or large businesses are requested to provide company details, NAICS size standards, and aircraft configuration capabilities by the response deadline of November 10, 2026.

NASA/JSC intends to contract Nuytco Research Ltd for the rental of Deepwork mini-submersibles and Exosuit 1-atmosphere Dive Suits, along with associated mission support services. These assets will be utilized for joint underwater missions to develop and test planetary exploration techniques and technologies. The mini-submersibles are intended to simulate the operational challenges of planetary rovers and unmanned robotics, while the dive suits mimic the mobility and visibility constraints of space suits to evaluate informatics solutions and gather astronaut feedback. The procurement is being conducted under FAR Part 12, with market research suggesting that Nuytco Research Ltd is the sole vendor capable of providing this specialized equipment. The effort, titled NASA Extreme Environment Mission Operations Neoteric eXploration Technologies (NEEMO NXT), is managed by Contracting Officers Ashley N. Alessandrini and Rosalie Carpentier. Performance of the contract is slated to take place in California.

Full Description

NASA/JSC has a requirement to acquire the following services from Nuytco Research Ltd for the rental of Deepwork mini-submersibles and Exosuit 1-astmosphere Dive Suit (ADS). NASA/JSC intends to obtain these services from Nuytco Research Ltd. The scope of work includes rental of the Deepwork mini-submersibles, rental of the ADS, and mission support services. These services will support the joint underwater missions in support of operational tests where planetary exploration techniques and technologies will be developed. The mini-submersibles provide performance characteristics and operational challenges similar to those of both planetary rovers and unmanned robotics. The ADS brings many of the same challenges found in a space suit (e.g., reduced mobility, operator fatigue, reduced visibility) while also offering enough headroom to incorporate state of the art informatics solutions for evaluation. Astronauts will be trained to operate either or both vehicles, and will provide end-operator feedback to the tests. Current market research indicates that there are no other vendors available with the specialized equipment to provide the services needed for this requirement. The Government intends to acquire the required service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Officer, Ashley Alessandrini, at ashley.n.alessandrini@nasa.gov no later than 5:00 p.m. CST on May 2, 2019. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
