NASA Johnson Space Center has issued a Justification for Other Than Full and Open Competition to modify contract 80JSC022DA022 with Axiom Space, Inc. This sole-source modification adds Contract Line Item Number 5, which covers the production and delivery of Exploration Extravehicular Activity Services hardware. The scope of work includes the development, upgrades, enhancements, sustainment, maintenance, repair, and refurbishment of xEVA system hardware, as well as associated ground and test support equipment. This action is intended to ensure mission schedule resilience for the International Space Station and Artemis programs. The modification was executed on October 22, 2026, under the authority of 10 U.S.C. 3204(a)(1), as Axiom Space is the only responsible source capable of meeting the technical, integration, and schedule requirements for a lunar-capable xEVA system. NASA determined that awarding this work to another source would cause unacceptable delays and substantial duplication of costs. The period of performance for CLIN 5 extends through May 30, 2032, and the addition does not increase the existing 3.1 billion dollar contract ceiling or extend the overall contract period of performance.

Full Description

This notice provides the Justification for Other Than Full and Open Competition (JOFOC) supporting the sole-source modification of Contract No. 80JSC022DA022 (P00015) with Axiom Space, Inc. to add Contract Line Item Number (CLIN) 5, Hardware Production and Delivery, to the Exploration Extravehicular Activity Services (xEVAS) contract. CLIN 5 provides for xEVA system hardware production and delivery, including development, upgrades, enhancements, sustainment, maintenance, repair, and refurbishment. The CLIN 5 period of performance extends from contract modification issuance through the xEVAS ordering period end date of May 30, 2032. This action does not extend the contract period of performance.

NASA Johnson Space Center modified Contract 80JSC022DA022 with Axiom Space, Inc. on October 22, 2026, under the authority of 10 U.S.C. 3204(a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." Axiom is the only responsible source capable of meeting NASA's technical, integration, compatibility, and schedule requirements because it is the only xEVAS contractor currently in active development of a lunar-capable xEVA system. Award to any other source would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling agency requirements.

NASA conducted market research and published a notice on SAM.gov on June 11, 2026. NASA evaluated available information and determined that no alternative source could satisfy the agency's integration, compatibility, and schedule requirements.

This notice is published in accordance with FAR 5.301 and FAR 6.305.

Solicitation # 80JSC026Q0014
Solicitation 80JSC026Q0014 is a combined synopsis and request for quotations issued by the NASA Johnson Space Center for a firm-fixed-price contract. The project seeks applied research and the development of current or novel approaches to surveil, reduce risk of, and prevent or treat venous thrombosis during spaceflight and exploration missions. The scope of work encompasses preflight medical screening, individual risk assessments, monitoring approaches, and both prophylactic and treatment countermeasures. Specifically excluded from this requirement are pharmaceutical treatments, AI/ML modeling, Earth-independent decision-making tools, and tissue chip or organoid pathophysiology development. The contract features a base period of performance from January 7, 2027, to September 30, 2031, with four optional years. This is a full and open competition for commercial products under NAICS code 541715. Award decisions will be based on a two-step evaluation process consisting of a compliance check followed by a trade-off analysis. Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
