The NASA Sounding Rocket Operations Contract (NSROC) IV Industry Day event is designed to accommodate both in-person and virtual participation to address COVID-19 health protocols and travel restrictions. In-person attendees must register in advance and undergo security and health screening at the Wallops Flight Facility Badging Office, including completion of a vaccination certification prior to arrival. Attendees are required to wear masks indoors and comply with facility COVID requirements. The event begins at 8:30 AM with a general overview of the Sounding Rocket Program in building E-100, with early access for seating starting at 8:00 AM. Due to expected high turnout and restricted building occupancy for health safety, early arrival is recommended. After the initial briefing, in-person participants will tour key facilities including the main manufacturing area (Building F-10), Magnetic Calibration facility, and Wallops Island; transportation will be via personal or rental vehicles as no bus service will be provided. The day concludes with a question-and-answer session in the E-100 building at 4:30 PM. Virtual participation is facilitated through Microsoft TEAMS, with meeting links and attendance details required to be submitted in advance to the Contracting Officer. The virtual sessions span morning and afternoon blocks, and participants are expected to follow online meeting etiquette. All attendees, whether in person or virtual, receive the same program overview simultaneously, and technical questions will only be entertained during designated sessions to ensure consistent information delivery. Participation is limited to two representatives per offeror, with a maximum of five for team arrangements, and additional requirements are in place for foreign nationals due to longer clearance processes. Participants are provided with virtual tour videos and briefing materials to supplement the live event. The overall purpose of Industry Day is to present current program operations, provide facility insights, and facilitate engagement for prospective contractors in alignment with NASA’s Sounding Rocket Program objectives.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
