The Department of Labor (DOL) Bureau of Labor Statistics (BLS) intends to award a sole source contract to the National Bureau of Economic Research, Inc. (NBER). The statutory authority permitting the acquisition of this requirement is FAR Part 13.106-1 (b) - Soliciting from a single source, only one source reasonably available. The following is a synopsis and explanation for this requirement: DOL BLS intends to renew its institutional membership with NBER's Conference on Research in Income and Wealth (CRIW) via a follow-on contract. The base period of performance is anticipated to be Aug 31, 2020 to August 30, 2021. DOL BLS also intends to include four one-year option periods in the follow-on contract. Membership in the CRIW entitles DOL BLS to receive conference volumes at no additional charge. In addition, the BLS Office of Productivity and Technology (OPT) is invited to attend all CRIW conferences and receive advance copies of conference papers. Currently, there is only one responsible source to supply the subscription on the research on income, wealth data and services describe above. This is a sole source notice of intent published for informational purposes only, not a request for quotes or proposals. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement, including costs, by 12:00 pm EDT July 8, 2020 that provides sufficient details for consideration by the Government, via e-mail transmittal, to liu.jason.2@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
