Sole Source FBO Notice for Procurement Request 000HCCLH-2019-30271 National Fire Operation Reporting system: Turnout Gear Repair Query and Data Transfer The Centers for Disease Control and Prevention (CDC) and the National Institute of Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory (NPPTL), Morgantown, WV intends to award a sole source firm fixed price purchase order the International Public Safety Data Institute, 10317 Burwell Road, Nokesville, VA 20191-1110 to purchase exports of datasets from the National Fire Operations Reporting System (NFORS). NPPTL also seeks to revise the NFORS interface to accommodate its study. NFORS is managed by the International Public Safety Data Institute (IPSDI). CLIN 0001: Quantity: 1 job. Statement of Work Title: National Fire Operations Reporting System: Turnout Gear Repair Query and Data Transfer SECTION 1 - BACKGROUND The National Personal Protective Technology Laboratory (NPPTL) of NIOSH is seeking to expand its role in the fire fighter personal protective technologies. NPPTL will be conducting a four-year study with the objective of developing evidence-based recommendations to improve confidence that turnout gear will remain protective throughout its lifecycle. NPPTL will sample turnout gear coats and trousers from fire departments. To estimate the use and history for each coat and trouser sampled, NPPTL will use data from the National Fire Operations Reporting System (NFORS). SECTION 2 - PURPOSE The primary purpose of this request is to (1) revise the NFORS queries and user interface to include additional information needed for NPPTL's study and (2) obtain NFORS data sets for fire departments that are collaborating with NPPTL's study. This work will allow NPPTL to obtain consistent and quality data for the turnout gear coats and trousers that will be sampled, tested, and evaluated as part of its study. SECTION 3 - SCOPE OF WORK The scope of work completed by the contractor shall be - Design, develop, and deploy the capability for individual NFORS users to opt-in/out of providing their exposure data to NPPTL for this study. - Design, develop, and deploy an addition question within the NFORS Exposure Module-question shall cover whether personal protective equipment (PPE) was sent for repair and the nature of the repair. - Design, develop, and deploy models and a user interface that allows specific coat and trouser serial numbers to be linked and tracked relative to the assigned fire fighter's exposure data. - Develop and disseminate instructional documentation for fire departments illustrating how to use new features developed under this statement of work. Documentation will include user steps to add new gear, tagging gear in NFORS Exposure Module, and instructions on how to opt-out of the study. - Provide NPPTL with the opportunity to perform User Acceptance Testing (UAT), examination of the exported study data and provide feedback to the contractor. - Provide study-related NFORS data exports to NPPTL throughout the study. SECTION 4 - TASKS TO BE PERFORMED Task 1: Opt-in/out of NPPTL Study-the contractor shall modify the NFORS Exposure Module capabilities and user interface to provide fire fighters with the option to opt-in or opt-out of NPPTL's turnout gear study. All fire fighters that opt-in for this study must understand that their exposure and use data (e.g., type of call, use of personal protective equipment, and laundering or decontamination practices) will be made available to NPPTL. Task 2: Repair and Care Questions-the contractor shall revise the NFORS Exposure Module to include an additional question, or questions, that provide the following information after each call/run: whether the fire fighter sent PPE for repair, laundering, or decontamination; what PPE articles were sent; and what was the nature of the repair needed such as location and damage type (e.g., tear or burn). The NFORS Exposure Module user interface shall be updated to allow the fire fighter to easily provide this additional information. Task 3: Tracking and Linking PPE Serial Numbers-the contractor shall revise the NFORS Exposure Module to include the capability for fire fighters to document the serial numbers for their assigned PPE. The NFORS Exposure Module user interface shall be updated to allow the fire fighter to easily provide this additional information. For example, because fire fighters may have access to numerous PPE articles of the same type, the contractor should consider allowing the fire fighter to designate their primary PPE articles as a default selection. Task 4: Instructional Documentation-the contractor shall develop and disseminate instructional documentation for fire departments. The documentation must include information related to (1) the purpose and importance of NPPTL's study, (2) how to opt out of the study, (3) how to link PPE serial numbers to individual user profiles in the NFORS Exposure Module, and (4) how to provide repair and care information. NPPTL will provide text that the contractor may use to describe the purpose and importance of its study. Task 5: NPPTL Review of NFORS Improvements and Documentation-the contractor shall provide NPPTL with the opportunity to perform UAT, which will include review and comment on all study-related changes to NFORS and associated documentation. The contractor will revise/improve upon these changes/documentation based on NPPTL feedback. Task 6: Study-Related Data Exports-NPPTL intends to collaborate with four fire departments. A total of 100 coats and 100 trousers will be sampled from each department. At a minimum, the contractor shall provide NPPTL with the following information: - Percentage of fire fighters that have opted into the NPPTL study. - Exposure Module data export for fire fighters that have all opted-in for the NPPTL study-from these data, NPPTL will randomly sample 100 coats and 100 trousers for inclusion in its study. At a minimum, the contractor shall provide NPPTL with the information described above six times for each collaborating fire department. For example, NPPTL may request the data be exported at the following intervals once a Research Collaborative Agreement is in place with a fire department and the department has been on boarded to NFORS: 1. Two weeks 2. Four weeks 3. Three months 4. Six months 5. One year 6. Conclusion of study SECTION 5 - GOVERNMENT FURNISHED MATERIALS NPPTL will not provide materials for this contract.
