Renewal of Online Electronic Subscription to National Journal Hotline for National Journal Group, Inc. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of SBA's Intent to Renew, on a sole-source basis, a firm fixed price purchase order to National Journal Group, Inc. for continued access to their online electronic subscription entitled, "Hotline." Under FAR Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources will Satisfy Agency Requirements. National Journal Group, Inc. is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for one year beginning 11/01/2011 through 10/31/2012. Hotline provides access to six databases and is the only web-based subscription service that provides online access to in-depth information on legislative processes that may affect SBA. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by SBA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SBA. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with National Journal Group, Inc. as the only source and a purchase order will be issued without any additional notices being posted.
