National Law Enforcement Telecommunications Systems (NLETS) and NCITE® Kiosks Software Subscription Renewals

The Army Contracting Command – Aberdeen Proving Ground awarded a sole source, firm-fixed-price contract (W909MY-26-C-0001) to HID Global Corporation for the renewal of National Law Enforcement Telecommunications Systems (NLETS) and NCITE Kiosks software subscriptions. This procurement supports the Automated Installation Entry (AIE-Next) program, providing critical identity verification, criminal background checks, and visitor vetting services across U.S. Army installations. The award was justified under FAR 6.302-1(a)(2)(iii)(A) and 10 U.S.C. 3204(a)(1) due to the proprietary nature of the software and the substantial duplication of costs that would occur if a different system were implemented. The contract has a base award value of $264,470.00 and a total potential value of $17,176,770.00, including all unexercised options. The performance period spans four years, consisting of a base year and three one-year options for increased quantities and additional sites. Key technical requirements include seamless integration with the Interoperability Layer Service (IoLS) and the Defense Manpower Data Center (DMDC), as well as strict adherence to Raise the Bar (RTB) security requirements and DoD cybersecurity policies to maintain the necessary Authority-to-Operate (ATO). Performance is distributed across Army installations nationwide, with funding provided through Fiscal Year 2026 Operations and Maintenance, Army (OMA) funds.
