The Office of the Assistant Secretary for Health, through the Office of Population Affairs, is seeking to establish a National Training Center for Teen Pregnancy Prevention to deliver comprehensive training and technical assistance to all recipients of OPA-funded Teen Pregnancy Prevention grants and their sub-recipients and implementation partners. This cooperative agreement, anticipated to be awarded under the Consolidated Appropriations Act, 2026, aims to strengthen the capacity of grantees to deliver high-quality, evidence-based programs by providing nationwide support grounded in data-driven strategies and aligned with the strategic priorities of the Assistant Secretary for Health. The project will require the awardee to develop and maintain a national knowledge management system, conduct ongoing needs assessments, implement continuous quality improvement processes, and ensure alignment with federal regulations and HHS program goals, including the HITECH Act and anti-trafficking statutes, while strictly prohibiting the use of funds for lobbying or procurement from designated foreign entities. Funding is estimated between $1.5 million and $4.5 million over a base period of up to two years, with an optional third year contingent on competitive review and funding availability. Applications are evaluated on a trade-off basis, using a point system totaling 100 points across six criteria: technical approach (35 points), organizational capacity (30 points), project significance (10 points), stakeholder collaboration (10 points), evaluation plan (10 points), and budget (5 points), with additional discretionary points possible for strategic alignment. Applicants must submit a project narrative capped at 50 pages, appendices not to exceed 50 additional pages, and a separate budget package including SF-424, SF-424A, SF-LLL, and an abstract. All submissions must be made through Grants.gov by July 15, 2026, using only approved file formats and without compressed or password-protected content. Key requirements include submitting formal partnership agreements, verifying key personnel through SAM.gov, adhering to an 8% cap on indirect costs, complying with the Federal Executive Level II salary limit, providing an organizational chart, and ensuring compliance with 2 CFR Part 200, including mandatory certifications on legal authority, conflict of interest, and non-discrimination. The awardee will operate nationwide with no single physical place of performance, and administration will be governed by HHS Payment Management System reporting and SF-425 financial submissions, with oversight conducted administratively rather than through traditional contract inspection procedures.
