A single application will be submitted under PA-FPT-25-001 on Grants.gov to establish a National Training Center that supports both the Title X family planning program and the Teen Pregnancy Prevention (TPP) Program through two separate cooperative agreements. The Title X component, with up to $3.5 million available, aims to strengthen the capacity of grantees to deliver high-quality family planning services by building workforce skills, improving health information systems, ensuring service access, and promoting financial sustainability. The TPP component, with up to $1.5 million available, focuses on enhancing the ability of recipients to design, implement, and evaluate teen pregnancy prevention initiatives, engage community stakeholders, apply quality improvement practices, and sustain effective programs. Eligibility differs between the two programs: Title X funding requires a public or private non-profit entity, while TPP funding is open to any public or private entity, including for-profits. Multiple entities may apply jointly, provided they form a legally recognized partnership registered in SAM.gov or obtain prior written guidance from HHS to avoid disqualification. Applicants must demonstrate the capacity to collaborate effectively across the entire project period, including conflict resolution. Only one recipient will be selected to operate the center, with funding distributed across up to twelve-month budget periods, subject to continuation based on performance, fund availability, and federal stewardship requirements.

We anticipate offering this opportunity in combination with AH-TPS-25-001 to operate a National Training Center that will provide training and technical assistance to all OPA-funded Title X family planning service delivery grantees and all OPA-funded Teen Pregnancy Prevention (TPP) Program recipients. A parallel forecast is posted under AH-TPS-25-001. The funding level and eligibility described in each forecast is specific to that programs requirements. This forecast is for the Title X component. A single notice of funding opportunity will be posted with the details for both. A single application will be required covering PA-FPT-25-001 and AH-TSP-25-001. The application must be submitted under the PA-FPT-25-001 announcement in Grants.gov. The application will consist of 2 distinct parts; one for each program contributing to this opportunity. To receive funding from the Title X program, you must be a public or private non-profit entity. To receive funding from the TPP program, you must be a public or private (non-profit or for-profit) entity. Two or more entities may work together to achieve eligibility for both programs. Entities wishing to apply jointly without forming a legally recognized relationship should contact OASH_Grants@hhs.gov for instructions on how to prepare an application that will not be disqualified on eligibility grounds as soon as possible. At the time of application, both entities be able to demonstrate an ability to carry out the project together as separate entities, including any conflict resolution, over the entire expected period of performance. Title X Family Planning Services Grants
Solicitation # PA-FPH-27-001
The Office of Population Affairs (OPA) is announcing the availability of approximately $257 million in funding for Fiscal Year 2027 to support up to 90 grant awards under the Title X Family Planning Services program. These grants, which may span up to five years, will fund projects that provide voluntary family planning services throughout the United States and its territories, including U.S. outlying islands and certain freely associated states. The program supports a comprehensive range of family planning and reproductive health services such as counseling, pregnancy testing, basic infertility services, sexually transmitted infection prevention and treatment, reproductive health literacy, and care coordination for conditions affecting fertility like endometriosis and polycystic ovary syndrome. The Title X program focuses on improving reproductive health outcomes by promoting informed decision-making and health literacy, emphasizing preventive care and addressing chronic conditions that impact reproductive health. Eligible applicants include public and private nonprofit organizations seeking to implement innovative strategies that focus on reducing chronic disease, promoting evidence-based fertility awareness methods, enhancing body literacy, and supporting reproductive goals counseling to aid family formation. Funded activities must comply with Title X statutory and regulatory requirements. The program is designed to empower low-income and uninsured populations by increasing access to comprehensive family planning services, improving early diagnosis and treatment of reproductive conditions, and reducing barriers to achieving healthy pregnancies. Interested entities must submit applications by January 9, 2027, with further details and instructions available through the Department of Health and Human Services.
