Connect to Work
Solicitation # 20
The London Borough of Lambeth is commissioning the Connect to Work programme to deliver supported employment services using the Individual Placement and Support (IPS) Place and Train model. Funded by the Department for Work and Pensions as part of the Get Britain Working proposals, the initiative aims to reduce economic inactivity, improve wellbeing, and strengthen financial resilience. The programme focuses on rapidly moving individuals into employment and providing 12 months of ongoing support to both the employer and the employee to ensure long-term sustainment. The procurement is divided into two lots: Lot 1 for integrated welfare, benefits, and employment support, and Lot 2 for community innovation and specialist delivery. Lot 1 will be awarded to a single provider, while Lot 2 will be split among three providers. The total estimated contract value is 1,133,300 pounds including VAT, with an anticipated start date of March 2, 2027, and a fixed three-year duration with no option for extension. Award decisions will be based on the Most Advantageous Tender, evaluated through a combination of quality and price. Selected providers must demonstrate fidelity to IPS principles, provide personalized trauma-informed support for priority cohorts, and ensure strict GDPR compliance. Key performance indicators will track referrals, job starts, sustainment, and progression. The contract requires a robust staffing model with specific training in safeguarding, EDI, and IPS fidelity to support neurodiverse individuals and those with disabilities.

BACKGROUND The Office of Workers' Compensation Programs (OWCP) is conducting market research on industry capabilities to provide nationwide nurse and vocational rehabilitation services within the 12 District Offices jurisdictional areas of coverage. DISCLAIMER This Request for Information (RFI) is issued solely for information and does not constitute a solicitation. In accordance with the FAR 15.201(e), RFI's may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with this RFI response. For the purposes of this RFI, the term "vendor" refers to those members of the industry providing a response to this RFI. Payment will not be provided for information obtained in this RFI, nor will it be returned. Respondents will not be notified of the RFI assessment. INTRODUCTION AND PURPOSE OF THE RFI The U.S. Department of Labor (DOL), Office of Workers Compensation Programs (OWCP) administers four workers' compensation programs that mitigate the impact of work-related injuries for specified workers, through the provision and management of medical treatment and other benefits. The purpose of this RFI is to gather information that will assist the OWCP in assessing each vendor's ability to provide nationwide nurse and vocational rehabilitation services within the terms and conditions specified within the Performance Work Statement. The OWCP is also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist the OWCP in better meeting the programs needs and requirements. Each alternative response must include a statement as to the perceived benefit to OWCP's existing needs and requirements. This notification is a request for information from industry vendors regarding their interest, capabilities, and recommendations in developing a proposal for nationwide nurse and vocational rehabilitation services for the OWCP's, Division of Federal Employees' Compensation (DFEC). This RFI will help the OWCP assess whether the marketplace has vendors capable of providing the required services and whether each vendor is capable of providing trained, professionally-certified and qualified staff to effectively manage these services per the scope of work indicated in the draft Performance Work Statement. The important elements of this service contract shall be to provide sufficient numbers of contract CNs, FNs, and/or RCs to provide support to the IWs, CEs, RSs and/or SNs to meet the requirements of this Performance of Work Statement (PWS); provide early assignment and evaluation of all IWs who need services; provide case management standards to ensure that nursing and/or rehabilitation plans are efficient, appropriate, case- specific, and of good quality; flexibility to provide the widest range of services from private and public rehabilitation agencies: and provide placement of workers in jobs where disability does not prevent them from competing with non-disabled employees with preference for reemployment with the previous employer. This RFI does not obligate the OWCP to contract out these services and is intended solely for the purpose of gathering information. SCOPE OF WORK See attached draft Performance Work Statement. DESCRIPTION OF INFORMATION REQUESTED The OWCP is requesting information from vendors regarding industry practice and vendor capabilities to provide nationwide nurse and vocational rehabilitation services. 1. Provide company information including: a. Company name and address b. Size of company (number of personnel, total revenue, ownership, parent corporation etc) c. Point(s) of contact including name, phone number, address, and email; length of time in business d. Geographic presence e. Core set of services and NAICS code 2. Describe your interest in providing nationwide coverage for nurse and/or vocational rehabilitation services including all states and MSAs listed in the Performance of Works Statement, Place of Performance, 1.8. 3. If not interested, explain why not (e.g. conditions or issues that you feel are of concern and/or which would interfere with the provision of nationwide services). *As a note, I do realize that if there's no interest, the business is likely to not engage in answering the question, but who knows, maybe some would. 4. If interested, describe in detail your current capabilities to provide such coverage as described (e.g. does your business currently provide nationwide VR and/or nurse coverage or do you have resources for teaming or sub-contracting, etc). If you can provide coverage for nurse services but not vocational rehabilitation services (or vise-versa), please describe fully. 5. If interested, but not currently capable, describe what efforts would be necessary in order for your company to provide such coverage. 6. Identify conditions or issues requested in the RFI that cannot be met, may interfere with the intention of this project or may be conceived as a potential barrier(s) to the intent of this project. 7. Provide information on industry-standard performance measures and service-level agreements for the same or similar services within the metropolitan statistical areas and states identified within the PWS. 8. Provide information on industry-standard performance measures and service level agreements for the same or similar services within rural areas (non-metropolitan statistical areas); 9. Provide any other pertinent information that will assist us in this assessment. HOW TO RESPOND Responses to this RFI must not be no more than twenty-five (25) letter sized (8.5 x 11) pages in length using the standard margins and font. Responses that send sales material will not be assessed. All responses must clearly and directly address vendor capabilities for and experience in providing nationwide nurse and vocational rehabilitation services similar to the scope and functionality anticipated for the OWCP. All alternative solutions must be presented in a separate document clearly marked "ALTERNATIVE SOLUTIONS" and must also comply with the page restrictions and format identified above. Again, responses consisting of marketing material will not be reviewed. All responses are to be submitted electronically to the DOL contract specialist provided below in Microsoft Word format by 10:00 AM Eastern Standard Time (EST) on September 24, 2018. Hard copy responses will not be accepted. Send the email responses to: graham.nashaunte@dol.gov CONTACTS For questions regarding this RFI, you are welcome to contact Nashaunte Graham 200 Constitution Ave NW Washington, DC 20210 202-693-7964
