NATO Business Opportunity: M&S Paradigm Framework for Adaptive AI Simulation on Quantum (FAASQ)
Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The Headquarters, Supreme Allied Commander Transformation is seeking to advance future Modelling and Simulation capabilities by exploring the transformative potential of quantum computing within NATO’s M&S ecosystems. Current simulation architectures are nearing their limits in addressing critical bottlenecks such as combinatorial search, uncertainty propagation, and repeated scenario evaluation, necessitating novel mathematical formulations, computational paradigms, and hybrid workflows. This initiative, titled FAASQ, aims to assess how quantum technologies could serve as disruptive or enabling forces to overcome these challenges, identifying specific operational, analytical, and computational advantages they may offer in areas like strategic studies, wargaming, operational planning, and capability development. The project will not only evaluate technical feasibility but also derive actionable insights to inform NATO’s long-term M&S roadmaps, technology investment strategies, and future experimentation priorities. Proposals for this opportunity must be submitted electronically to HQ SACT’s Purchasing and Contracting Office no later than September 9, 2026, at 9:00 am, with no hard copies accepted. Bidders are encouraged to submit any technical or contractual questions by August 28, 2026, as no bidder’s conference will be held. The solicitation number is RFP-ACT-SACT-26-81, classified under NAICS code 541519, and while the notice erroneously references the Bureau of Industry and Security and the Department of Commerce, all proposals must be directed exclusively to HQ SACT. Eligibility declarations are not required, and submissions must follow the instructions outlined in the attached Request for Proposal without involvement of U.S. federal procurement systems.

Full Description
Headquarters, Supreme Allied Commander Transformation (HQ SACT) Modelling & Simulation and Learning Technology (MSLT) branch is responsible for the development, direction, and coordination of Modelling and Simulation (M&S) support for strategic studies, experimentation, wargames, operational planning, exercises, innovation and capability development and for NATO Command Structure M&S capability development.
Future M&S demands will exceed what incremental improvements to current simulation architectures can address. New mathematical formulations, computational paradigms and hybrid workflows are needed to tackle bottlenecks such as combinatorial search, uncertainty propagation and repeated scenario evaluation. Quantum computing has been identified as one of the key enablers of future NATO M&S development.
The objective of this project is to support future M&S capability development by assessing the potential role of quantum technologies as disruptive, enabling, and/or transformational capabilities. The project will identify and test where quantum computing may provide operational, analytical, or computational advantages within future M&S ecosystems, and will derive implications for future NATO M&S capability requirements, technology investment priorities, experimentation activities, and long-term NATO M&S roadmaps.
In lieu of a bidder’s conference, HQ SACT invites bidders to submit technical and contractual questions not later than 28 August 2026.
Bids shall be received at HQ SACT, Purchasing and Contracting Office no later than 09 September 2026 at 9:00 am. No bids shall be accepted after this date and time. No hard copy proposals will be accepted. Please see attached for submission instructions.
