AI Contract Overview
Headquarters Supreme Allied Command Transformation (HQ SACT) has issued Request for Information RFI-ACT-SACT-04-2026 to support an Analysis of Alternatives for the Allied Future Surveillance and Control (AFSC) Enhanced Tactical Connectivity (eTacC) Capability. The objective is to identify communication, networking, and data transformation solutions that enable increased connectivity at the tactical edge across various legacy and emergent bearers, waveforms, and protocols. The eTacC capability is envisioned as a node acting as a relay, gateway, and translator to bridge heterogeneous tactical networks and support multi-domain operations, specifically addressing Beyond-Line-of-Sight tactical communication gaps in contested environments. Key functional requirements include ad-hoc networking, modular and scalable design, SWaP optimization, AI/ML integration, and alignment with NATO and U.S. standards such as STANAG 3441, 5661, and 5616. This RFI is a market research effort to determine available solutions and does not constitute a formal procurement or a commitment to issue a future Request for Proposal. Respondents from industry, academia, and nations must submit their responses by 9:00 am ET on May 29, 2026, with any clarification questions submitted by May 11, 2026. Submissions must be emailed to all designated points of contact, including the Programme Director, Project Coordinator, and Operational Analyst. Responses are limited to 15 pages, must be formatted as NATO UNCLASSIFIED, and should follow specific naming and formatting conventions. HQ SACT will not provide reimbursement for costs associated with responding to this RFI, and no Rough Order Magnitude price estimates are requested at this stage.

Full Description
Headquarters Supreme Allied Command Transformation (HQ SACT) has issued a Request for Information (RFI) to support the analysis of alternatives for Allied Future Surveillance and Control (AFSC) Enhanced Tactical Connectivity (eTacC) Capability.
NATO is exploring communication, networking, and data transformation solutions that will enable increased connectivity at the tactical edge across a multitude of legacy and emergent bearers, waveforms, and protocols. NATO's eTacC Capability is envisioned to be a node that acts as a relay, gateway, and translator enabling the realization of Multi-Domain Operations through the bridging of heterogenous tactical networks based on operational demands.
This is not a formal request for submissions as part of a procurement; but rather a general request intended to determine whether any possible solutions exist that should be included in one or many alternatives during the development.
This RFI does not constitute a commitment to issue a future request for proposal (RFP). The purpose of this request is to involve industry through collaboration, in an examination of future capabilities and an analysis of potential alternatives related to the implementation of the eTacC Capability Program Plan (CPP).
Further, respondents are advised that HQ SACT will not pay for any information or administrative costs incurred in responding to this RFI. The costs for responding to this RFI shall be borne solely by the responding party. Not responding to this RFI does not preclude participation in any subsequent RFP if issued in the future. All information shared with ACT might be shared with contracted third parties to support the capability development process as needed. Provision of data, or lack of, will not prejudice any respondent if there is a competitive bidding process later as part of NATO Common-Funded Capability Development.
Do NOT submit your RFI questions/responses to the Department of Commerce. All requests for clarifications, questions, and responses to this RFI must be sent via email to all Points of Contact indicated in the RFI. Individual emails will not be accepted and should not be sent. Contracting and Technical POCs must be included in any correspondence.
HQ SACT’s reference for this RFI is RFI-ACT-SACT-04-2026 and all correspondence and submissions concerning this matter should reference this number.
Due date for questions: 9:00am ET 11 May 2026
Due date for submission of RFI responses: 9:00am ET 29 May 2026
Your participation in this RFI is greatly appreciated.
