NATO Request for Information: Integrated Event Operations (IEO) Platform

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI-07127-IEO) to gather market intelligence on potential solutions for an Integrated Event Operations (IEO) Platform designed to manage the end-to-end lifecycle of NATO Education, Training, Exercises and Evaluation (ETEE) activities. This includes capabilities to create, plan, coordinate, approve, publish, execute, and close events, along with robust participant and resource management for venues, IT, catering, accommodation, and transportation. The platform must be fully deployable on-premises within NATO’s secure networks, supporting air-gapped environments and controlled data transfer between security domains, with no reliance on cloud-based or SaaS-only architectures. Integration with existing systems such as ITSM through standardized, well-documented APIs is required, alongside secure configuration, role-based access control, enterprise-grade audit logging, and a validated secure software development lifecycle with evidence of vulnerability management and penetration testing. The solution must scale to support up to 15,000 users and demonstrate compliance with NATO security policies, including the provision of a Software Bill of Materials and remediation commitments for critical and high-severity findings identified during NCIA-led security assessments. Respondents are required to submit a comprehensive package addressing seven specific deliverables: a high-level solution design overview, an on-premises deployment package with installation and configuration instructions, a security hardening and compliance package, detailed API and integration documentation, a service operations and support model including runbooks and incident response procedures, acceptance and transition support for testing and knowledge transfer, and optional training materials. The response must not exceed 15 pages and must be submitted via email to RFI-07127-IEO@ncia.nato.int no later than 12:00 hours Central European Time on 29 May 2026. Only PDF or Microsoft Word formats are accepted, and all proprietary information must be clearly marked as confidential for NCIA internal use only. While this RFI is strictly for market research and will not result in an award or contract, responses will directly inform future solicitation strategies, evaluation criteria, and technical requirements.
