NATO Request for Information: Open-Source Intelligence Commercial Order of Battle Data

The NATO Communications and Information Agency (NCIA) is conducting market research through a Request for Information (RFI-CO-42616067-ORBAT) to gather industry input on commercial Open-Source Intelligence (OSINT) capabilities for Order of Battle (ORBAT) data, with the goal of informing a future acquisition. This RFI is strictly for planning purposes and does not constitute a solicitation for proposals or a commitment to award a contract. Responses are sought from eligible companies based in NATO member countries, with participation limited to entities capable of supporting the development of a cloud-based API service that delivers structured, up-to-date defense intelligence on military equipment, platforms, unit formations, command structures, and geolocated installations worldwide. The proposed solution must integrate as a data layer across multiple NATO Functional Area Services and support licensing for 250 direct users and API access for up to 5,000 users globally. Respondents must demonstrate the ability to manage data on both unclassified and classified NATO networks, requiring personnel with appropriate security clearances, and provide organizational details including legal name, address, website, primary contact, employee headcount, and operational scale. A Rough Order of Magnitude (ROM) and cost model must be included for licensing and API access, though no formal pricing or contract value is established at this stage. Responses must be submitted no later than 17:00 hours Central European Time on 12 June 2026, in PDF or Word format, and must not exceed 10 pages excluding cover pages, brochures, or past performance references. The submission must address all components outlined in Annexes A, B, and C, including responses to requested information, comments on high-level requirements, and answers to specific RFI questions. Submissions must be sent via email with the subject line formatted as “Response to RFI [RFI-CO-42616067-ORBAT] - [Company Name]”. The NAICS code for this effort is 541519, and all correspondence must reference the RFI number. The anticipated contract, should one result from this RFI, would have a three-year performance period with an option for extension. The procuring activity is under the Bureau of Industry and Security, Department of Commerce, but the NCIA is driving the requirement.
