NATO Request for Information: Sensitive Compartmented Information Facility (SCIF) Construction

The NATO Communications and Information Agency (NCIA) is conducting market research through a Request for Information (RFI-07178-SCIF) to evaluate industry capabilities for the design and construction of a Sensitive Compartmented Information Facility (SCIF) at the NATO Secret level in Ukraine, a designated war zone. The SCIF is intended to be installed within an existing building and must support secure digital workspace collaboration and network infrastructure enabling interoperability across NATO platforms, adhering strictly to NATO SCIF standards, TEMPEST requirements, and technical surveillance countermeasures. This RFI is purely for planning and does not constitute a solicitation or obligation to award a contract; responses will inform future acquisition strategy rather than lead directly to procurement. Participation is limited to companies from NATO member states, and respondents must demonstrate prior experience in constructing secure facilities in high-risk environments, with the ability to rapidly deploy and manage complex projects under extreme conditions. All respondents are required to submit a comprehensive response addressing Annex A’s requested information and providing comments on Annex B’s draft requirements, along with a financial estimate and Rough Order of Magnitude, not to exceed 15 pages in PDF or Word format. Eligible participants must possess or be able to provide personnel with NATO Secret-level security clearances and hold appropriate facility clearances. A Non-Disclosure Undertaking (NDU) must be signed prior to accessing confidential materials, obligating suppliers to safeguard all information using appropriate technical or other means, immediately report any breach in writing, and refrain from attributing NCIA information publicly without consent. The undertaking includes strict non-assignability clauses, a requirement that any dispute be resolved through arbitration under the Permanent Court of Arbitration’s 2012 Rules with a tribunal composed of three arbitrators, each of NATO nationality and with the third having a different nationality from the first two. Proceedings and evidence are subject to NATO security rules. Responses must be submitted via email to the designated contact by 12:00 CET on June 12, 2026, with the correct subject line and format, excluding cover pages and supporting documents from the page count. The anticipated contract award, should one proceed, would be for a one-year performance period with construction completion required within that timeframe, though no contract value has been determined at this stage.
