This project involves the issuance of multiple Conditional Use Permits and a Special Permit for Natural Blue, Inc, 4 Wheel Properties, LLC, Jennifer Dunn, and Cali's Finest, LLC to conduct commercial cannabis cultivation in the Larabee Valley of Humboldt County, California. The operation is situated on an 812-acre legal parcel comprising three assessor's parcel numbers. The scope includes 56,256 square feet of existing cultivation and 174,240 square feet of new outdoor cultivation, along with on-site processing activities such as trimming and packaging. Power is supplied via solar and PG&E, with emergency generators for backup. Water management is a critical component, with an estimated annual usage of 4,638,180 gallons sourced from five permitted groundwater wells and four rainwater catchment ponds. Total water storage is planned for 4,323,306 gallons in ponds and 402,600 gallons in hard tanks. The project includes a comprehensive environmental mitigation strategy, featuring a relocation and restoration plan for streamside management areas, botanical and raptor surveys, and a mitigation plan for unauthorized timberland conversion. Compliance is managed through a Mitigated Negative Declaration under CEQA, with oversight from the Humboldt County Planning and Building Department and various state agencies including the California Department of Fish and Wildlife and the State Water Resources Control Board.
