The NAICS code is 334511 3. Authority 10 USC 2304(c) (1) or 41 USC 253(c) (1); FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements 4. Reason for Sole Source Applanix software and firmware is the industry standard for inertial navigation system for hydrographic surveying applications. An inertial navigation system (INS) is a system that uses accelerometers and gyroscopes to continuously calculate the position, the orientation, and the velocity of a moving object. In fact, other agencies sole source Applanix software in support of their coastal and navigation programs. No other distributor of this software and firmware can provide the program that Applanix software provides. The Applanix software and firmware packages are an industry standard for marine surveying, positioning and navigation, and is critical in the collection of single beam and multibeam bathymetric datasets. This software allows hydrographers to precisely navigate survey lines using existing USACE maps and NOAA charts. CESAJ-OD-H currently owns 12 active licenses for government owned equipment from Applanix. These assets are officially part of the surveying field hand receipt. Without the purchase of the annual support agreement, CESAJ-OD-H would not be able to keep the existing government owned equipment working under normal operations conditions. This would directly affect the ability to meet the mission of providing accurate surveys. The alternative would be stop maintenance and allow the equipment to run their course, unsupported. Since the CESAJ-OD-H already owns the equipment, it would cause the equipment to fail over time due to lack of maintenance. This would be similar to using a computer without installing periodic updates. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 PM Eastern Time on April 15, 2019. Inquiries will only be accepted via email to James.e.Randall@usace.army.mil and CC jesse.lugo@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
