The solicitation is a Broad Agency Announcement (BAA) specifically targeting colleges and universities for research proposals in support of the Naval Sea Systems Command (NAVSEA) Warfare Centers, through the Naval Engineering Education Consortium (NEEC) for Fiscal Year 2026. The topics of interest for research are detailed in the NEEC BAA FY26 Pre-Release document, which was available only during a pre-release period that ended on August 29, 2025. During this period, potential applicants were encouraged to directly contact NEEC Directors for technical clarification on research topics, facilitating better alignment of proposals with the Navy’s research needs. Following the close of the pre-release period, all communications must be routed to the designated Business Point of Contact, Jennifer E.
