U.S. Customs and Border Protection (CBP) Request for Information (RFI) - UNTRAINED SINGLE PURPOSE DETECTION CANINES
Solicitation # 2027K9BPA
The Department of Homeland Security Customs and Border Protection (CBP) has issued a Request for Information (RFI) under solicitation number 2027K9BPA to conduct market research for a future Blanket Purchase Agreement. The objective is to identify vendors capable of providing untrained single-purpose detection canines to the Border Patrol Canine Academy (BPK9) in El Paso, Texas, and the Field Operations Canine Academy (FOK9) in Front Royal, Virginia. This RFI is for planning purposes only and does not constitute a formal request for proposals or a commitment to contract. Interested respondents must submit a concise capability statement, limited to two pages, by 12:00 pm EDT on October 27, 2026, detailing their company information, executive summary, relevant experience, and risk management practices. The anticipated requirements specify that canines must be between 10 and 36 months of age and belong to approved working breeds such as German Shepherds, Belgian Malinois, or Dutch Shepherds. Candidates must pass a rigorous three-phase evaluation consisting of pre-screening, medical evaluation, and behavioral assessment. Critical medical standards include a negative result for zoonotic diseases and heartworm, as well as normal gait and joint health. Behaviorally, canines must demonstrate high prey and retrieve drives and a stable temperament. The contractor will be responsible for all transportation costs and must adhere to a six-month warranty for pre-existing conditions or behavioral issues. Additionally, all personnel delivering canines are subject to CBP short-term vetting and must obtain an Access Memorandum prior to entry.

This announcement constitutes a request for information (RFI) notice for planning purposes. This is NOT a request for proposals (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute a commitment, implied or otherwise, that the Office of Naval Research (ONR) will take procurement action in this matter. Further, neither ONR nor the Government will be responsible for any cost incurred in furnishing this information. Primary NAICS: 541712 Background: The Office of Naval Research (Code 30) has established a Naval Expeditionary Dog science and technology (S&T) program with the long-term objective of enhancing the operational use of working dogs by the Navy and Marine Corps. Organizations other than educational institutions may respond to this RFI as well. This is NOT a solicitation for specific research proposals. This announcement is an effort to informally identify most or all of the educational institutions that would likely qualify to perform research and development to enhance the operational use of working dogs by the Navy and Marine Corps. ONR is requesting submission of capability statements only. The information obtained in response to this RFI may be used by the Government to shape subsequent canine R&D solicitations. Information obtained in response to this RFI will not be used to establish a list of "pre-approved" institutions eligible to respond to any subsequent R&D solicitations. Requirements: Responses to this request for information will be used to determine capacity of educational institutions or commercial entities teaming with educational institutions available to support a range of canine research efforts. Respondents should provide a brief overview of their capacity/availability that includes, but is not limited to: - Kennel space availability - Training areas/environments - Class A explosive storage capacity or potential for storage - Veterinary Sports Medicine expertise and infrastructure - Canine olfaction expertise, test equipment and infrastructure - Representation that all research is performed under the oversight of an approved IACUC Photographs of kennel areas and training areas are desired.
