NSWC Panama City Division has a requirement on a brand-name basis. The requirement will be sought as a competitive small business set-aside. This announcement remains in effect as a synopsis of the requirement only, and does not constitute a request for proposal. All other terms and conditions of the original synopsis remain unchanged. The period for this synopsis is from 4 March 2013 until 15 March 2013. The original synopsis can be found by utilizing a NECO/FedBizOpps Search for N6133113C1602, and is also detailed below: This synopsis was originally posted on/about 11 January, 2013 via FedBizOpps.gov. The synopsis is hereby amended to include the following changes and language: 1) The proposed action number is changed FROM N61331-13-R-1602 TO N61331-13-R-0017. 2) This requirement is being pursued under the authority of Federal Acquisition Regulation (FAR) Part 13.5, Test Program for Certain Commercial Items. This amendment is in accordance with Class Deviation 2013-O0004, dated 15 January, 2013. 3) The Government will make an award / award determination based on relevant technical factors and the determination of a fair and reasonable price. 4) All other terms, conditions, and languages (below) remain unchanged. NSWC-PCD CDC2 intends to issue a three-year Indefinite Quantity (IQ) sole source contract to GE Intelligent Platforms Embedded Systems, 12060 S Memorial PKWY, Huntsville, AL, 36803-3308 to procure commercial off the shelf (COTS) parts or slightly modified COTS parts for the Landing Craft Air Cushion (LCAC), Command, Control, Communications, Computers & Navigation (C4N) Systems. The items being acquired are: Nomenclature Part Number(s) FY13-FY15 Quantities PMC1553 Circuit Card Assembly - QPM-1553-1SG - Up to 80 each PMC422 Circuit Card Assembly - PMC422 - Up to 123 each This purchase is not suitable for full and open competition and it is in the best interest of the government to acquire this item using a non-competitive purchase for the following reasons: In accordance with FAR 6.302-1(a)(2)(ii), supplies may be deemed available only from the original source in the case of a follow-on contract for the continued provision of highly specialized equipment when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N System Baseline Configuration 3 (SBC3) product specification during the product’s initial prototyping and evaluation phase. No other source for these interface boards currently exists. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
