Navigational Database (NavDB)

This contract seeks comprehensive subscription and licensing services essential to the C-130J mission, specifically for the development, planning, and implementation of integrated navigational database solutions supporting both aircraft platforms and simulators. The core deliverables include a continuous subscription to the C-130J Navigational Database (NAVDB), a licensed Export-Only feature of the Explorer Tool for up to ten computers, and field-loadable databases for Chute and Magnetic Variation data, all aligned with Jeppesen ARINC 424 standards and NGA DAFIF 8.1 for refueling tracks. Services must be updated in accordance with the AIRAC cycle schedule and delivered within a 12-month base period from November 22, 2026, to November 21, 2027, covering 13 update cycles, with multiple option periods extending through 2028 and beyond for various Air Force and Marine Corps components. The contract is a Firm Fixed Price arrangement under Product Service Code R425, with no funds currently available for award, and no guarantee of issuance until appropriations are secured. Performance is governed by strict compliance with federal and defense-specific regulations, including CMMC Level 2 (Self) cybersecurity requirements for all systems handling Federal Contract Information or Controlled Unclassified Information, annual affirmation of compliance in the Supplier Performance Risk System, and flow-down of these standards to subcontractors. Offerors must maintain active SAM registration, submit CMMC UIDs, and affirm compliance with prohibitions on dealings with the Maduro regime and Xinjiang Uyghur Autonomous Region, as well as representations regarding payments to influence federal transactions and use of cloud computing services. Invoicing and payment are managed electronically through the Wide Area WorkFlow system using designated DoDAACs, and adherence to FAR and DFARS clauses covering subcontractor sales, gratuities, contractor representation, and contracting officer representative authority is mandatory. The Government retains inspection rights across all deliverables, and contractors are responsible for maintaining internal quality control systems, reporting safety incidents, and complying with anti-trafficking and environmental laws. Proposals are due July 17, 2026, and all submissions must conform to the commercial services instructions under FAR 52.212-1 with deviation 2026-O0038.
