This is a COMBINED SYNOPSIS/with a soft two-step SOLICITATION for commercial services prepared in accordance with the information in Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, using RFO Part 15 Negotiation procedures along with RFO Part 19.108-7- SBA 8(a) procedures included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/ with a soft two-step solicitation SHALL be posted on the Government Point of Entry (GPE) website - the System of Award Management (SAM) website (sam.gov). In regards to the soft two-step solicitation, please review the attached Solicitation for details. These dates will apply:



  • Step 1 Deadline: Submittal by 16 July 2026 at 2:00 PM Eastern Time
  • If submitting Questions Deadline: 20 July 2026 at 2:00 PM Eastern Time
  • Step 2 Deadline: Final Proposal Submittal by 31 July 2026 at 2:00 PM Eastern Time

This is a Request for Proposal (RFP) with the reference number - N0018926RW025.  The proposed contract action is for commercial services and will be being processed pursuant to RFO Part 12 and under the procedures in RFO Part 15 and RFO Part 19.108-7 - acquisitions offered to the SBA under the 8(a) Program must be competed among eligible 8(a) participants when there is a reasonable expectation that at least two eligible and responsible 8(a) participants will submit offers and award can be made at a fair market price. The North American Industry Classification System (NAICS) code is 611430 and the Small Business Standard is $15.0M.  This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 and DFARS Change Notice 20260507.  It is the responsibility of the offeror to be familiar with the applicable clauses and provisions.  The clauses may be accessed in full text at the following websites:

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Regional Directorate intends to solicit as a one hundred percent (100%) competitive Small Business 8(a) set aside. The procurement is for the requirement of services that include developing and updating training content to reflect ongoing changes to the Navy Enterprise Resource Planning (ERP) system, implementing new and evolving command policies and procedures, developing new training courses, converting selected functional training curricula into web-based training, and providing on-site knowledge transfer to NAVSUP personnel in Supply Chain Management in support of NAVSUP Weapon Systems Support (NAVSUP WSS) Functional On-the-Job Training Support Services. These training support services include course instruction, one-on-one personnel training, curriculum development and improvement, and Integrated Weapon Systems Team (IWST) training. See the RFP provided as an attachment for details. The Government contemplates the award of a firm, fixed price (FFP) contract resulting from this solicitation.
