The contract solicitation SPE1C1-22-R-0026, issued by DLA Troop Support under the Department of Defense, seeks firms to produce Navy Two-Piece Flame Resistant (2PC-FR) Uniform Coats and Trousers in blue and khaki colors. This is a total small business set-aside, identified under NAICS code 315210. The procurement will be conducted through firm fixed-price contracts awarded separately for two lots, with a 12-month base period and additional option years. Production lead times are set at 180 days for the initial order and 150 days for subsequent orders. Inspection and acceptance of materials will occur at the origin, with all fabrication materials to be supplied by the contractor. The solicitation prioritizes compliance with U.S. regulations, including the Berry Amendment, mandating that clothing textiles and components be domestically produced unless exceptions apply. Offerors must provide product demonstration models (PDMs) for each proposed sewing facility: one coat and one trouser in either blue or khaki, but not both. Specifications, patterns, and required fabric are detailed with specific dates and references, and no alternate fabrics are allowed. The solicitation and all communication have transitioned to be managed via the DLA Internet Bid Board System (DIBBS), with electronic proposals required. Interested vendors are advised to register promptly on DIBBS and the Supplier Performance Risk System (SPRS) to monitor vendor performance data crucial for contract consideration. Technical questions will only be addressed once the solicitation is officially posted, and all specifications and pattern requests must be handled through designated online portals rather than direct contact with contracting personnel.

Supplier Risk Performance System (SPRS) DLA is one of many agencies using the DoD Supplier Performance Risk System (SPRS). It is imperative that vendors validate their performance data in SPRS. Vendors must register at the website https://www.sprs.csd.disa.mil/ for access to view their past performance scores and negative delivery and quality records affecting the scores. The SPRS User's Manual provides information concerning vendor scoring, negative & positive performance data utilized to calculate vendor scores, and the process in which to challenge discrepant performance data. The SPRS site has a number of user manuals found at https://www.sprs.csd.disa.mil/reference.htm. DLA is just a member of SPRS, not the owner of the system, so if you have any access issues please contact the SPRS Customer Support Desk: Phone: 207-438-1690 or email: webptsmh@navy.mil
