The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an 'other than full and open' competitive basis to provide the non-recurring engineering (NRE) for the production, qualification, test, integration, airworthiness substantiation, and flight test demonstration of the V-22 Navy Variant. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort in the required schedule.
