This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether there are small businesses; HUBZone small businesses; veteran owned small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; woman-owned small businesses; or small disadvantaged business; and (3) their size classification relative to North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.


NAICS Code and Size Standard:


The primary NAICS code for this acquisition is 622110- General Medical and Surgical Hospitals, which has a size standard of $47million.


All businesses may submit a capability statement; however, a statement should be included indicating whether the company is considered a small business under the above NAICS code.


A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.


Interested parties are expected to review this notice and the draft Statement of Work (SOW) to familiarize themselves with the requirements of this project; failure to do so will be at your firm’s own risk.


Background:


Despite Human Papillomavirus (HPV) vaccines, screening will remain central for decades to control cervical cancer.  Recently, HPV testing alone or with cytology was introduced in the US as an alternative to cytology screening.  However, most HPV infections are harmless, and additional tests are required to identify women at highest cancer risk.


The National Cancer Institute (NCI) has analyzed data for over 1.5 million women screened for cervical cancer at Kaiser Permanente Northern California (KPNC) clinics.  In addition, National Cancer Institute (NCI) has funded previous studies conducted at Kaiser Permanente Northern California to collect biospecimens for biomarker testing and to study risk estimates for cervical cancer screening.  To continue these efforts and generate long-term risk estimates, follow-up, de-identified clinical data from participants in these studies is required.


Purpose and objectives:


The NCI will follow the status of women undergoing cervical cancer screening at KPNC.  This follow-up requires the Contractor to provide detailed clinical and risk factor history and follow-up data for women enrolled in previous studies, including de-identified data on the status of women undergoing cervical cancer screening at KPNC. This acquisition will collect the results of all Human Papillomavirus (HPV) and cytology-based testing as well as all colposcopy, biopsy and treatment procedures, as well as relevant co-factor data, within their screening program.


The purpose of this Small Business Sources Sought Notice is to identify qualified small business concerns including HUBZone small businesses; veteran-owned small business, service-disabled veteran-owned small businesses; 8(a) small businesses; women-owned small businesses; or small disadvantaged businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information received.


As a result of this SBSS notice, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claim against the NCI shall arise as a result of a response to this Small Business Sources Sought Notice or the NCI’s use of such information as either part of the evaluation process or in developing specifications for any subsequent requirements.


Project Requirements:


A copy of the draft Statement of Work (SOW) pertaining to this requirement, which is subject to revision, is attached to this notice.


Anticipated Period of Performance:


The anticipated period of performance for this proposed acquisition is five years, inclusive of one 12-month base year and four 12-month option years, with an estimated timeframe of January 25h, 2027 – January 24th, 2032.  The Government anticipates making a single award, which may be issued as a contract or task order depending on the final acquisition strategy.


Capability Statement/Information Sought:


Sources are expected to have the technical capability, experience, and personnel to meet the requirements in the attached draft Statement of Work (SOW). Respondents must be qualified and prepare a tailored capability statement that demonstrates a clear understanding of the requirement as outlined in the attached, draft SOW.


The Capability Statement will be evaluated based on the information provided in relation to the project requirements and the current capability and capacity to:


1) Perform the work outlined in the Task Area(s) in the attached, draft Statement of Work;


2) Demonstrate relevant organizational experience for projects of similar size and scope to the current requirement;


3) Provide appropriate, qualified personnel for this project; and


4) Access appropriate resources (e.g., Facilities and Equipment)



Information Submission Instructions:


1. Page Limitations: Interested, qualified small business organizations should submit a tailored capability statement for this requirement not to exceed five (5) single-sided pages including all attachments, resumes, charts, and other relevant supporting documentation (single spaced, 12 point font minimum) that clearly details the firm’s ability to perform the aspects of the notice described above and in the draft SOW, and should include an outline of previous or similar projects performed. Tailored capability statements should also include an indication of current certified small business status. This indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern’s name and address) as well as the eligible small business concern’s name, point of contact, address and Unique Entity ID (UEI) number. All pages must be numbered including attachments, resumes, charts, etc.


2. Delivery Point: All capability statements sent in response to this Small Business Sources Sought notice must be submitted electronically (via email) to Kelly J. Fowler, Contracting Officer at Kelly.fowler@nih.gov, and Andrew May, at Andrew.may@nih.gov,  in Microsoft Word or Adobe Portable Document Format (PDF). The subject line must specify NCI-SBSS-DCEG-TDRP-0001.


Facsimile responses will not be accepted.


3. Common Cut-Off Date: Electronically submitted tailored capability statements are due no later than 8:00 AM (Eastern Prevailing Time) on October 26th, 2026. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
