The US Fish and Wildlife Service's National Conservation Training Center in Shepherdstown, WV plans to award a sole-source purchase order to Siemens for fire alarm panel replacements across its campus. The existing 17 Siemens XLS fire alarm panels, each installed in separate buildings, are being phased out and will no longer receive service after October 2018. Siemens is uniquely qualified to provide MXL upgrade components, which are proprietary and designed to fit within the current panel boxes, thereby avoiding the need for costly removal, replacement, and reconnection typically required with new panels from other vendors. This upgrade approach minimizes disruption and expense by utilizing components compatible with the existing infrastructure. The contract is being pursued under a non-competitive negotiation authority outlined in FAR 13.106-1(b), with Siemens as the sole source. Although this notice is not a solicitation for competitive proposals, the USFWS will consider any proposals received within 15 days of the notice publication before deciding whether to proceed non-competitively. This determination remains at the sole discretion of the agency, which may use any feedback to assess the necessity of a competitive procurement. The solicitation, designated under NAICS code 922160, reflects a specialized procurement focused on fire alarm system maintenance to ensure ongoing safety and regulatory compliance.
