This contract award is for noxious weed control services at the Lostwood National Wildlife Refuge, Lostwood Wetland Management District, and Crosby Wetland Management District in North Dakota, with a performance period running from June 29, 2026, to September 30, 2026. The primary scope of work includes mapping and chemically spraying invasive species Leafy Spurge and Baby’s Breath using specifically approved herbicides—Method 240SL for Leafy Spurge and Escort XP for Baby’s Breath—in full compliance with approved Pesticide Use Proposals and product labels. All herbicides will be supplied by the U.S. Fish and Wildlife Service, and the contractor must hold valid North Dakota licensing for herbicide application. Strict equipment decontamination requirements mandate that all machinery be cleaned of soil, plant material, and invasive species prior to site arrival. The contract is structured as a firm-fixed-price award and is set aside exclusively for 100% Service-Disabled Veteran-Owned Small Businesses. The contractor must also adhere to the Service Contract Act Wage Determination #2015-5383 (Rev. 28), ensuring proper classification and compensation of service employees, and must furnish uniforms at no cost to employees if required. Compliance with federal laws including the Prompt Payment Act, Contract Work Hours and Safety Standards, Kickbacks Statute, and procurement integrity rules is mandatory, along with adherence to FAR clauses addressing whistleblower rights, prohibitions on confidential agreements, subcontracting, and security exclusions. Payment must be submitted electronically via the U.S. Department of the Treasury’s Invoice Processing Platform, with the contractor required to register through enrollment instructions provided by the Federal Reserve Bank of St. Louis within three to five business days after award. Invoices must include all required information per 5 CFR Part 1315, a PDF copy matching contract line items and rates, and, for partial payments, an itemized breakdown with a narrative summary of completed work.
