The USMS is undertaking a security enhancement project at the William Guy Federal Building in Bismarck, North Dakota, through a Design Build procurement method under a Firm Fixed Price contract with the General Services Administration. The work involves installing emergency crash bars with audible alarm capabilities on three doors and a surface-mounted, weather-resistant single gang back box at the main entrance, all in accordance with the Scope of Work dated May 27, 2026, the PBS Core Building Standards Memorandum from February 2025, and applicable wage determination ND20260012. The contract is set aside exclusively for small businesses under FAR 19.5, and only offers from active SAM-registered entities with a valid Unique Entity Identifier will be considered. Proposals must demonstrate past experience as a Design Build contractor on two similar projects completed within the last eight years, with evaluation conducted under a Lowest Price Technically Acceptable framework—failure to meet this past performance threshold results in automatic disqualification. The contract requires submission of a Standard Form 24 bid bond and, if awarded, mandates performance and payment bonds under FAR 52.228-15, along with workers’ compensation and commercial general liability insurance of at least $100,000 and $500,000 per occurrence respectively. All work must begin within one day of receiving the Notice to Proceed and achieve substantial completion within 90 calendar days, with full contract completion within 60 days thereafter. The project is subject to the Buy American Act and requires handling of Controlled Unclassified Information per 32 CFR Part 2002.
