The Massachusetts Trial Court, through the Office of Court Management, Facilities Management & Capital Planning, is soliciting bids for statewide preventive maintenance, inspection, operational testing, load-bank testing, repair, and emergency services for standby generators, automatic transfer switches, and uninterruptible power supply systems. The contract is structured into five independent regional award groups, with each region being awarded to the lowest responsible and eligible bidder. The initial performance period is 32 months, running from November 1, 2026, to June 30, 2029, with two optional one-year renewals available through June 30, 2031. Bidders must submit their response packages electronically via the COMMBUYS portal by September 30, 2026, including a bid deposit of at least 5 percent of the greatest possible bid amount per region. Award evaluation is based on bid responsiveness, eligibility, and the lowest evaluated regional price, with a requirement that contractors demonstrate the capacity to perform in multiple regions simultaneously if awarded more than one. Contractors must adhere to NFPA 70B, the Massachusetts Comprehensive Fire Safety Code, and the Massachusetts Electrical Code, and are required to provide detailed electronic service reports as a condition of payment. Payments are processed via Electronic Funds Transfer through the Comptroller's system, typically 45 days from invoice receipt.

The North Dakota Army National Guard has issued a cancellation notice for Solicitation W901UZ26Q7762, which sought vendors for onsite medical equipment inspection, calibration, and maintenance services under a Small Business Set-Aside (NAICS 811210). The cancellation stems from unforeseen funding constraints and competing higher-priority requirements, though the solicitation may be reissued later in FY 2026 if additional funding becomes available. Prior to cancellation, the solicitation was amended twice: Amendment No. 1 clarified that inspections are required only once per year and mandated that pricing be broken out for a single annual inspection event over a base year with two option years; Amendment No. 2 further clarified the scope of actual equipment repair services, allowing existing offerors to revise their bids but prohibiting new submissions. The contract is structured as a Firm-Fixed Price purchase order with a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical acceptability—assessed solely on a pass/fail basis, including past performance—is a mandatory threshold before price is considered. Performance is required at five armory locations in North Dakota, with services conducted during standard work hours Monday through Friday, and no telework permitted. Contractors must comply with strict security protocols, including background checks, AT Level 1 training, COMSEC and PII protections, and adherence to DoD facility regulations. All personnel must be licensed and qualified to operate equipment, and a primary Contract Manager plus an alternate must be designated and formally notified to the Contracting Officer. Deliverables include annual inspections and calibrations with 97% accuracy, proper documentation using DD 250 forms, and the application of durable, color-coded calibration stickers labeled with service and due dates. Invoicing must be conducted exclusively through the Wide Area Workflow system, and vendors must be SAM-registered with a valid UEI and CAGE code. All offerors are required to self-certify as small businesses under NAICS 811210 and affirm compliance with representations regarding commercial item status, trafficking in persons, and organizational conflicts of interest. No contract value is specified, and no packaging or MIL-STD marking requirements are detailed, though specific labeling standards apply to calibrated equipment.
