AI Contract Overview
The contract solicits two medical-grade decompression needles, 14 gauge by 3.25 inches, identified by NSN 6515-01-541-0635, for use in treating tension pneumothorax in combat casualty scenarios. The item is classified as a TYPE I (CODE S) shelf-life item with a non-extendable shelf life of 60 months and must be packaged in commercial-grade sealed unit containers that protect against damage and breakage, with exterior shipping containers meeting commercial carrier standards for safe, low-cost delivery. Medical marking requirements are governed exclusively by Medical Marking Standard No. 1 (MMS No. 1), which supersedes MIL-STD-129, and all packaging must also comply with DLA Packaging Requirements for Procurement (RP001). Each unit must be properly labeled with bar-coding per MMS No. 1 and marked in accordance with the DLA Master List of Technical and Quality Requirements. The procurement is subject to stringent cybersecurity controls under DFARS clauses including 252.204-7012 for safeguarding covered defense information and 252.204-7020 requiring NIST SP 800-171 compliance. Hazard communication provisions mandate adherence to OSHA regulations, and all hazardous materials must include proper labeling and MSDS documentation. The contract requires delivery within 20 days after order issuance to two designated sites: Naval Base Coronado, California, and Davenport, Iowa, under FOB Destination terms, meaning the contractor bears all transportation costs and risks until delivery. All invoices must be submitted electronically through Wide Area WorkFlow (WAWF), with payment processing tied to DoDAAC information to be provided in the final award. While pricing is not disclosed in the solicitation, the requirement is for a total of four units, and offerors must provide precise source and part number information. Offerors must hold a valid Unique Entity Identifier (UEI) and CAGE code and complete all required representations regarding size status, socioeconomic category, and compliance with the prohibition on covered defense telecommunications equipment. The solicitation explicitly excludes paper submissions, requiring all responses to be filed exclusively via the DIBBS portal by the stated deadline.
