Hillsborough County intends to award a sole source contract to Neptune Technology Group LLC for the procurement of Neptune AMI Water Meters and associated hardware over a three-year period from November 1, 2026, through October 31, 2029, with an estimated total value of $58,367,998.00. The procurement is justified under Section 3-205(2)(b) of the County’s Procurement Policy due to the proprietary nature of Neptune’s AMI technology, which is incompatible with meters from other manufacturers and cannot be integrated with non-Neptune software systems. The County currently operates a legacy system using Neptune T-10 and Mach 10 meters along with the Neptune 360 AMI software, and continuity of operations depends on maintaining system-wide compatibility with Neptune’s proprietary hardware and software. The contract includes a comprehensive range of meters, such as 180,000 T-10 AMI meters in 5/8" x 3/4" and 1" sizes, over 1,500 Mach 10 potable and reclaim meters ranging from 1½" to 12", along with transmitters, pit endpoint interfaces, mounting brackets, and lead-free, NSF/ANSI 61 and 372 compliant strainers in sizes from 6" to 12". The awarded pricing reflects a 35% discount off MSRP, representing $31,428,922.00 in savings. All items must be sourced exclusively from Neptune Technology Group LLC, the sole authorized manufacturer and distributor, and the contract explicitly excludes competitive bidding, with any challenge to the award required to be submitted via the EUNA Procurement portal no later than June 29, 2026. Shipping will be conducted under CIP (Carriage and Insurance Paid To) Continental United States terms, with risk and title transferring to the County upon hand-off to the carrier at Neptune’s origin point, and Neptune is obligated to provide full insurance coverage and carrier details for each shipment. The contract also incorporates the County’s Standard Purchase Order Terms and Conditions, revised January 15, 2025, and includes provisions allowing the County to adjust scope, extend performance, or increase value in response to evolving operational needs.

Full Description

Hillsborough County intends to recommend the award of a sole source procurement to Neptune Technology Group LLC for the purchase of Neptune AMI Water Meters for three (3) years at an estimated cost of $58,367,998.00. Hillsborough County currently utilizes Neptune T-10 and Mach 10 Water Meters and Neptune 360 AMI Software to track and bill water usage by the public and corporations. Neptune Technology Group LLC has proprietary software, Neptune 360 AMI, for collecting and transmitting data from each AMI Meter, and this software cannot easily transmit data from AMI/ARI meters that are not manufactured by Neptune. Conversely, software developed by other manufacturers cannot easily capture and transmit data from Neptune meters. By purchasing directly from Neptune Technology Group LLC, the County will receive a 35% discount off MSRP, reflecting $31,428,922.00 in savings. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy as a particular item is required to maintain compatibility as a part of an existing system and the item is only reasonably available through one source, and Neptune Technology Group LLC is the sole manufacturer and authorized distributor of Neptune AMI Water Meters to the County. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
